If a person had Rahu in is 9th house and Ketu in the 3rd house from lagna, what are the effects? I have seen the chart of the person and the native is still struggling to come up in his life.
Rahu or Ketu in ninth afflicts the fortune (bhagya) which can in some charts (depending on the rest of yogas) delay the marriage and makes one go against the dharma, especially if Rahu is in ninth bhava. Mangal and Shani in this placement makes one eager to fight.
If all planets are between Nodes then Kala sarpa or Kala mrta yoga is formed. If Rahu is Atmakaraka, Amatyakaraka or Bhratri karaka (AK, AmK, BK) then one is spiritual if this Rahu is placed in ninth bhava. So following Saravali which advises to see ninth bhava first we should provide the remedy - for the Rahu - yellow saphire and Guru mantra, whilst for the Ketu gold ring on right hand helps to overcome that bhagya-dosha. It is worthwile to check Surya and Guru position in the chart before estimating results, also position of Lagnesh and Arudha Lagna would show if one is cause or reciever of bad fortune.
Saravali states that exalted grahas in ninth are favourable even if malefics. If strong planets are in kendra/trikona then Mridanga yoga is formed and one be happy and influential (sloka 17/38 BPHS). I have seen many charts with that position where the natives live very happily so really it depends on the whole horoscope but surely you can predict some obstacles to all the root signification of the ninth bhava which is dharma and fortune (Su/Ju).
The external significatiions like spiritual master, tutor, father, studies and travels will be more or less afflicted based on the other points in the chart.
